H.4042 would let adults 18 and older buy FDA-approved, human-labeled ivermectin over the counter in South Carolina — without a prescription — the same way Tennessee and Arkansas already allow. It keeps real safeguards in place: pharmacists still screen patients, still walk through contraindications and proper use, and can still refuse to dispense if it isn't safe for that person. This isn't about removing pharmacist judgment. It's about removing the prescription bottleneck for a drug the FDA has approved for decades.
The bill cleared the House 100–9 and the Senate 38–3 — about as close to consensus as legislation gets. When it came back to the House with Senate amendments, instead of a straight up-or-down vote to send it to the Governor, the House voted to route it into the Agriculture, Natural Resources & Environmental Affairs Committee. That's where it has sat since June 25.
Rep. Bill Hixon chairs that committee — and he's also a cosponsor of the bill. He is the one person who can convene the committee, move the conference report, and put H.4042 back on the House calendar before session activity picks back up on August 11.
